From toilet flushing, to meter reading

It’s one of those controversial topics between privacy and commodity, courtesy of Information Systems and Technology. Are electric and water consumptions readings public information? How about sewer charges?
My roommates and I have been paying close attention to our flushing habits. To our surprise the Tallahassee Government provides nice graphs on their site of this same information:

December was a really big month, especially since you guys were gone for half the month! I was about to say, are those big sewer charges related to our return from Mexico? But no- apparently, we had the least toilet activity in January, when we returned. Hmmmm…
